Rhyl became a separate parish on the 23rd May 1844, having previously been part of the parish of Rhuddlan.

St. Ann's church was built at the expense of Mrs Ann Nicholson, and was initially intended as a Mission room. At one time, it was dubbed the "Railwayman's Church". The foundation stone was laid on 25 October 1893. The first service was held on Thursday, 26 June 1894, and the church was consecrated on Monday, 9 November 1896, as a chapel of ease to the parish church of Holy Trinity.

The Vale Road area "south of the railway" was created a "consolidated chapelry" on 6 March 1902; although it does not seem to have ever been a parish in its own right.

St. Ann's was licensed to conduct marriages in 1909, the first marriage being recorded on 11 July 1909.

The church was extended in 1931, and extensively renovated in 1962.
